臣伏见景德、祥符中，文武官总九千七百八十五员。今内外官属总一万七千三百余员，其未受差遣京官、使臣及守选人不在数内，较之先朝，才四十余年，已逾一倍多矣。窃以唐、虞建官惟百，夏、商倍之，周设六官，僚属渐广，秦并六国【二五】，郡县益众，降及汉、魏，以至隋、唐，虽设官浸多，然未有如本朝之繁宂什也【二六】。今天下州、郡三百二十，县一千二百五十，而一州一县所任之职，素有定额，大率用吏不过五六千员，则有余矣。今乃三倍其多，而又三岁一开贡举，每放牓仅千人，复又台寺之小吏、府监之杂工，荫序之官、进纳之辈，总而计之，又不止于三倍。是食禄者日增，力田者日耗，则国计民力，安得不窘乏哉？

Today, there are 320 prefectures and 1250 counties in xiazhou and xiazhou, and there are more than 56000 officials in one Prefecture and one county.
